Maine Army National Guard

The Maine Army National Guard (MEARNG) was seeking to perform a comprehensive facility condition and security assessment and analysis for 20 of its major facility installations located throughout the State of Maine.  The portfolio buildings and sites were to undergo assessments in conjunction with the completion of a comprehensive facility condition plan. The purpose of the facility condition and security assessments was to provide a general overview of the present condition of the building and site components and to provide an opinion of probable costs to remedy any identified physical deficiencies. The findings and reports developed through the assessment process are used to support the MEARNG's ongoing operational and capital investment decisions.

4tell™ was the selected provider of these services and in conjunction with completing the on-site facility and security assessment process, 4tell™ is implementing its iPlan™ Sustainable Performance Governance Solution for the project to streamline and support the strategic capital planning and budgeting processes, project and program development, and stakeholder reporting requirements.

The iPlan™ Facility Capital Planning Solution supports the capital planning and budgeting process for facilities, buildings and infrastructure. Facility administrators and managers use iPlan™ to assess current asset conditions, forecast capital budget requirements, prioritize capital renewal projects, and support asset lifecycle repair/replace decisions. The tool streamlines the process of prioritizing the capital required to preserve and maintain the investment in infrastructure, facilities, and assets. iPlan™ allows organizations to effectively evaluate the scope and complexity of various capital renewal, deferred maintenance, plant adaptation, and maintenance projects and manage funding sources. In addition, it supports the need to:
  • Quantify and analyze system renewal costs
  • Implement consistent capital planning process across divisions and sites
  • Collaborate on planning and budgeting decisions using standardized process
  • Compare lifecycle capital requirements to funding sources and levels
  • Implement periodic condition assessments and deferred maintenance plans
The iPlan™ Security Governance solution serves the security capital planning, performance management, and stakeholder reporting needs for MEARNG. They benefit from the iPlan™ platform and it's Security Governance module which is built around industry standards (Federal Emergency Management Agency 426/429) with proven methodologies to determine asset value, analyze the threat, and evaluate vulnerabilities for a portfolio of facilities. Detailed assessments for the higher risk buildings identify mitigation measures, which are capital plan items for upgrading the site and building architecture, building systems, and security systems. These capital plan items become the actionable security plan for a facility, with a lifecycle forecast of required funds to reduce security risk.
In addition to the areas mentioned above, the Maine Army National Guard chose iPlan™ based on it having the ability to:
  • Security planning & analysis on industry standards
  • Provide consistent method for approving security plans
  • Reduce cost of planning security investments
  • Merge security investment decisions with overall capital planning process
  • Manage security capital funding sources
  • Report on security investment performance to stakeholders

MEARNG has realized that Sustainable Performance Governance is becoming one of their core business goals. They have recognized that successful management of facility asset portfolios requires processes and systems which support sustainability.   And in order to develop long term sustainable strategies, organizations must optimize use of capital investments, reduce expenses, make informed asset lifecycle and maintenance decisions, enhance energy efficiency and management, reduce emissions, and improve facility security.
